Republic Act No. 10524

Hooray for positive changes!  President Aquino signed RA 10524 last month which is an act expanding the Magna Carta for Persons with Disability.  It assures equal opportunity for employment stating that "No person with disability shall be denied access to opportunities for suitable employment."

The law states that at least one percent (1%) of the work force of all government agencies shall be reserved for PWDs; and private corporations with more than a hundred employees are also "encouraged" to do the same.

It is appreciated that the President expanded opportunities for PWDs but I do not agree with the word “Encourage”. It has to be amended and make it as a strong requirement to all agencies or companies.
I myself am a PWD, and I perfectly know how to be discriminated, bullied or segregated due to the basis of disability.
The recent amendments would weigh more if it is a strict requisite to all, everyone must be bound to follow. If the law is not strong enough, how can we expect that there will be an equal opportunity for us? How can we battle harder if the law doesn’t even push it hard? Higit sanang mayroong ipin ang batas kung higit pang inayos ang pagbabago nito. Malambot pa rin ang batas na ito kung tutuusin.
